Baltimore Mayor Kurt Schmoke was called a madman, a “brilliant spokesman for a bad idea,” and even the most dangerous man in America when he called for drug legalization in the late 80s and early 90s. His were forbidden ideas then. Yet Schmoke’s statements on the relationship between drug policy and crime seem prophetic now, and his radical plans are the basis of policy in many cities.
